Turbulent Waters This beach in Laoag village, Cabangan, Zambales (185 kms. north of Manila) can still play host to both fishermen and tourists – as its development into a resort is still unfinished. This is not the case in fully-developed beach resorts, where fishing is not allowed. From all indications, though, the fishermen will have little trouble getting used to being barred from fishing here eventually.
