Machinery for Cheating in ARMM Being Laid Out - Dalidig
Hadji Abdullah Dalidig, the Namfrel officer in Lanao del Sur who
testified before the Senate in 2005 about the manipulation of election
results in his province during the May 2004 elections said that the
very same machinery and practices are being put into place in
preparation for the May 2007 elections.

Support for Pro-Gloria Party Lists a Ground for Impeachment
Both Art. VI, Sec. 5 of
the Constitution and Republic Act No. 7941 expressly reserve the
party-list system for marginalized and underrepresented groups. The
Supreme Court, in one of its landmark decisions, brought the matter
further by explicitly barring groups linked to or supported by the
government from participating in the party-list system.

Last April
15, Kabataan Party-list (Youth Party-list) members in Caloocan were
subjected to harassment and threats by no less than the city Mayor
himself. Mayor Recom Echiverri, who is running for his second term hit
and threatened the party-list members for removing his campaign posters.

DAVAO CITY — As many as 444 barangays
(villages) in the Southern Mindanao region have been classified as among
so-called “areas of immediate concern” this election season. The police in
the region reported 38 percent of the villages in Southern Mindanao,
including those in three cities and 44 municipalities, are affected by
armed and election-related threats.

In Compostela Valley’s villages, a de facto
martial law exists. Civilians have been tortured, detained, harassed and
killed as the military increases its presence in the resource-rich
province in order to protect, according to residents and activists,
plantation and mining companies. The deaths of
Grecil Buya in March and the
killing of two civilians by soldiers last Wednesday were the offshoots
of yet another case of “development aggression.”
