As Filipinos were busy fighting off attempts by Malacañang to impose a national identification system, President Gloria Macapagal-Arroyo secretly signed Executive Order No. 420, which supposedly aims to combine all existing government IDs to facilitate transactions with state agencies. The government ID provided for by EO 420, however, is essentially also a national ID as it would contain information that, while not needed to facilitate transactions with government offices, would make it easy for the holder to be identified as a unique person.

Salungguhit literally means to underline; figuratively, to underscore or highlight.
