Teen Tile-maker

Craftsman Jonard Balallo, 13, of Vigan City, Ilocos Sur (407 kms. north of Manila) is hard at work demonstrating his skill at making Vigan tiles. The Balallos, who hail from Bulala village – one of the nine villages in Vigan’s Heritage City that is famous for the world-class tiles – have been into tile-making for several decades. The likes of Balallo are working to develop their villages into “Damili (Iluko term for ‘molding’) Villages,” intent on decongesting the area and spreading development beyond its boundaries.
