Attack Dog 

President Gloria Macapagal-Arroyo has an attack dog in the person of Justice Secretary Raul Gonzales. As if under cue, Gonzales comes up with accusations and proposed measures against Macapagal-Arroyo’s most vociferous critics – mainly the people’s organizations and the media – whenever scandals involving her erupt and earth-shaking issues against her are raised. Gonzales has justified the issuance of Proclamation No. 1017, declaring a state of national emergency, and has recommended the filing of charges calculated to intimidate their targets – rebellion, libel and inciting to sedition – against the progressive party-list groups and the media.

Salungguhit literally means to underline; figuratively, to underscore or highlight.
