Turbulent Waters 

This beach in Laoag village, Cabangan, Zambales (185 kms. north of Manila) can still play host to both fishermen and tourists – as its development into a resort is still unfinished. This is not the case in fully-developed beach resorts, where fishing is not allowed. From all indications, though, the fishermen will have little trouble getting used to being barred from fishing here eventually. For the greater part of the year, the country’s wet season, the extremely high tide and the rains make fishing here an impossibility.
