With most of the votes now counted the Arroyo administration has suffered a humiliating defeat in the May mid-term elections despite widespread military intimidation, abductions and killings.

Constitution lawyers agree that the First Party rule will make future party-list elections vicious and expensive and is against the spirit of the party-list system.

Misuari, a Victim of Electoral Fraud in Sulu?

It appears that not only opposition senatorial candidates and progressive party-list groups were the victims of electoral fraud and violence in the ARMM. Even Nur Misuari, founder and leader of the Moro National Liberation Front which is strongest in Sulu, Jolo, and Tawi-Tawi, was victimized, said his supporters.

Rants and Raves in Lanao

Pandemonium and scuffles broke out in several precincts as special elections were held in Lanao del Sur towns. With soldiers deployed in schools and halls leading to precincts, which were littered with garbage and reeking of manure, and with many ballots left uncounted, one would ask what’s so “special” about the special elections held here on May 26.

The Maranaos of Lanao: Poorest of the Poor

With the Maranao communities plagued by poverty and short in social services, election season is considered “paskuhan” (Christmas season). Politicians’ money flows like rain, mainly to buy the votes of the Maranaos.

Emerging Configuration in the Party-List Bloc

Among the top-ranking groups in the latest party-list vote count are three newcomers. At least two of these party-list groups have been linked in some way to the Arroyo administration – with one having openly endorsed a local candidate from Kampi, President Gloria Macapagal-Arroyo’s party, in the recently-concluded senatorial and local elections.

Spectacle of a Problematic Election

The elections are a period when these conflicting forces play out an act in a long-running drama. For those who control power, each election is crucial. They cannot afford to lose. They can, in another sense, afford to win through “guns, goons, gold and Garci.”
