DEEP WELL AMID TROUBLED WATER 

Girl looks dumbfounded as she’s caught by Bulatlat camera holding the rope attached to a pail for getting water from a deep well. In rural San Pablo village, Malolos town, Bulacan (one hour north of Manila) where this photo was taken, there’s a National Waterworks and Sewerage Authority (Nawasa) line. Still villagers have a lot of use for this deep well – in fact most of them turn to it for their water needs – because they could no longer afford Nawasa services. The rising non-affordability of government services like water, stemming from budgetary misprioritization, drives the people – including children - to go back to the old ways.
