ABRA RIVER: A DISASTER AREA?

Cabugao, Ilocos -- A salt maker here watches as he cooks filtered sea water on a makeshift oven.  The three-step method of salt making here is being supported by the local government's cottage industry program here of Governor Deogracias Victor Savellano. The salt-making industry, still not iodine fortified though, are just a stone throw away from the sea where the raw material is gathered.
