IN TROUBLE At first glance you’d think it had been raining continuously in San Fernando, Pampanga (one and a half hours north of Manila) for more than two days. But no, this is a place where continuous rain late August caused waters to spill over reservoirs and dikes, causing floods as high as a man’s ankles rushing into the towns of Central Luzon including San Fernando. A calm kutsero (horse-drawn carriage driver) comes in handy as he maneuvers his horse through the floodwaters along a street in San Fernando. An edgy woman passenger leaves her fate to the kutsero – and his horse - who is probably assuring her all will be well. Who says modern technology has replaced old reliables like this kalesa?
