Eighteen
Arid Years
Farmers had nothing to
celebrate on the 18th anniversary of the Comprehensive Agrarian
Reform Program (CARP) last June 10. While showing off the CARP as a
landmark “social justice” package she inherited from previous regimes,
President Gloria Macapagal-Arroyo has nothing to boast about for this. The
CARP has not resulted in land for the tillers, it has instead given free
rein to big foreign commercial interests and their local partners in
grabbing land from poor peasants. For farmers, the 18th anniversary of the
CARP represents 18 arid years.
Salungguhit literally means to
underline; figuratively, to
underscore or highlight.
