Only on Paper
Macapagal-Arroyo has denied critics’ allegations that she has imposed an
undeclared martial law. “My government wants to strengthen democracy and I
hope people will understand that the president is against dictatorship,”
she said in a June 6 radio interview. However, the rampant killings of
political activists and the violence that state forces inflict on citizens
exercising their civil rights betray the real state of affairs. The
democracy that Arroyo claims to uphold is only on paper.
Salungguhit literally means to

underscore or highlight.
