Entrenched 

President Gloria Macapagal-Arroyo shares a trench with Army Major Gen. Jovito Palparan Jr. whose gun is trained on an activist.  Human rights and activist groups say the P1 billion fund for the anti-communist campaign will go to death squads allegedly formed by state agents targeting political dissenters.  They say it will also go to the pockets of corrupt politicians and high officials of the Armed Forces of the Philippines.  Curiously, Arroyo announced the release of the fund shortly before the filing of a second impeachment complaint against her, giving rise to speculations that aside from funding the counter-insurgency campaign it is also meant to entrench herself in power. This gives another meaning to the president’s statement that the fight against the NPA is “the glue that bind us all.” 

Salungguhit literally means to underline; figuratively, to underscore or highlight.
