Absolving the Principal

In its recent report, the full copy of which has yet to be released to the public, the Melo Commission formed by President Gloria Macapagal-Arroyo to investigate the extrajudicial killings of activists and journalists stopped at the level of retired Maj. Gen. Jovito Palparan, Jr. – pointing to the involvement of soldiers under his command in the slays – and merely making them accountable for command responsibility. The report absolved military officials and the Arroyo administration for the extrajudicial killings and enforced disappearances which are crimes against humanity. President Arroyo and the military have been brandishing the national-security plan Oplan Bantay Laya (now on its second phase), which does not distinguish between guerrillas in the hills and activists in the streets, and makes them all targets of “neutralization.”

Salungguhit literally means to underline; figuratively, to underscore or highlight.
