Everyone’s Fair Game, Twice Over

With the recent passage by Congress of the Anti-Terrorism Bill, which President Gloria Macapagal-Arroyo said she is waiting to sign into law, the situation is now as though the Filipino people have two guns pointed at their heads without being aware of it: the second phase of Oplan Bantay Laya (Operation Freedom Watch), a counter-“insurgency” plan that does not distinguish between revolutionary guerrillas and legal activists and makes them all targets for “neutralization”; and the passage of the Anti-Terrorism Bill or the Human Security Act, a measure that defines “terrorism” so broadly that even legal protest actions may be classified as “acts of terrorism.” With these, every Filipino is now fair game for state forces – twice over.

Salungguhit literally means to underline; figuratively, to underscore or highlight.
