GABRIELA Women’s Partylist Representative Luz Ilagan today deplored the Supreme Court decision dismissing the petition to declare the Human Security Act as unconstitutional.

“The Supreme Court decision could open a period of unprecedented terror under President Noynoy Aquino’s administration, no different from the Martial Law era that incarcerated and repressed the late Ninoy Aquino and tortured and killed thousands of others,” Ilagan, herself a survivor of Martial Law said.

“This decision of the Supreme Court dangerously complements the Aquino administration’s apathetic and coma-like stance on the issue of extra judicial killings, militarization and the continued incarceration of political prisoners, like the 43 health workers.”

According to the Gabriela solon, Aquino has yet to take action on killings and human rights concerns. “104 days into his term, 16 members of militant peasant and partylist organizations have been killed. In the past week, at least two farmers have gone missing in Surigao del Sur and none of the political prisoners have been released. Thousands are still being forced to leave their communities because of massive military deployment. Aquino has yet to put a stop to Oplan Bantay Laya and hold the armed forces and its butchers like former General Jovito Palparan accountable.”

Ilagan explained that the Human Security Act, with its provisions on proscription and membership in organizations that the state chooses to the label as terrorist, will justify attacks against legitimate political organizations that criticize the government.

“With the Supreme Court’s decision on the Terror Law, dangerous times lie ahead.
