Baguio residential houses increased tremendously which showed that the carrying capacity for the city is now too heavy. Developed by the colonial Americans for 25,000 people, the city has a present population of more than 300,000. The absence of a Comprehensive Development Plan pushes residents to establish shelter even in unstable areas where landslides usually occur.
