These siblings brave the heights to try and light a candle for their brother who passed away two years ago.  Public city cemeteries stack niches on top of each other (euphemistically called 'apartments') to accommodate the dead too poor to afford regular ones.  Their bones have to be removed every three years for the space to take up new ones.  (Navotas Municipal Cemetery)
