Contractualization in Gov’t Increasing

Based on the 2004 Inventory of Personnel by CSC, 10.81 percent of the 1.79 million government employees are working as “non-career personnel”. This is equivalent to 159,533 workers who, although doing the equivalent of regular work for the government, are not enjoying the full benefits of “real” government workers.


Mang Rolando Salcedo, 47, has been working with the Intramuros Administration (IA) for 18 years as a casual employee.

“Some of my colleagues have been working here, at the IA, from 20 to 27 years. The minimum (that anyone among us has been working here) is 10 years. All of them are casual employees,” he told Bulatlat in an interview.

Mang Rolly (as his close friends fondly call him) said his work as a utility and maintenance man in the IA is his only source of income.

Last Aug. 28, they were notified by the IA management that their services are no longer needed, thus their contracts would not be renewed anymore.

This is despite the fact that in order to undertake its functions (the orderly restoration and development of Intramuros as a monument to the Hispanic period of Philippine history) to “initiate, plan, undertake and supervise the restoration, upkeep and maintenance of the Intramuros Walls, including ravelins, moat, Sunken Garden and public places or areas, plazas, streets and other Government-owned or managed properties situated within Intramuros,” it has to employ 77 permanent positions.

“I have four children; one is only five years old. Where I will get the money to buy food, to continuously send them to school, to pay for the rent and other duties if I lose this job?” he sadly told Bulatlat.

Mang Rolly’s account is just one of the sad stories of 150,000 employees who have been working with the government for a long time as casual employees.
