The names of senatoriables Ralph Recto (Team Unity) and Antonio Trillanes (Genuine Opposition) were not found in the list of senators attached in the secrecy folder in the town of Las Piñas in Metro Manila, the election watchdog Halalang Marangal (NoCHEATS or Network of Citizens for Honest Elections and Truthful Statistics) said.
The report said Recto’s name was not in the list of senators in Precinct Number 355-I in Patula Elementary School. In the same precinct, the report said the ballot box had no padlock.
Meanwhile, Trillanes’ name was not found in the same list in Precinct Number 1 in Pulay Lupa Elementary School.
Halalang Marangal also reported that Precinct Number 0834-A in Barangay Masambong Elementary School in Quezon City had no voters logbook.
Halalang Marangal is led by former Sen. Wigberto Tañada and (Ret.) Gen. Francisco Gudani, among others. Gudani was mentioned in the infamous “Hello Garci” tape as a military official close to the opposition and a hindrance to cheating operations by a Commission on Elections official widely-believed to be Virgilio Garcillano in an alleged conversation with Pres. Gloria Macapagal-Arroyo during the 2004 elections.
Gudani’s testimony before the Senate late 2005 led to the issuance of Executive Order (EO) 464 which prohibited government officials from testifying in any hearing without the approval of the president.
