Arroyo Satisfaction Rating Lowest since May 2004

The Filipino people’s satisfaction with President Gloria Macapagal-Arroyo’s performance dropped to its lowest rating of -74.7 percent in the IBON’s third quarter nationwide survey.

Of the 1,366 respondents, 83.1 percent deemed President Arroyo’s performance as “unsatisfactory,” a substantial increase from the 77.4 percent recorded in the second quarter.

Dissatisfaction with the President’s performance has been increasing since Arroyo her election as president last year. (Allegations persist that she rigged the result of the election, however.) The first IBON survey after the May 2004 elections was in October 2004 where 76.3 percent of respondents said they were not happy with Arroyo’s performance.

Those who believe that Arroyo performed satisfactorily similarly fell to 8.4 percent from a high of 14.9 percent in the past quarter.

The President’s net satisfaction rating thus fell to a low of -74.7 percent in October 2005 compared to -67.9 percent in October 2004.

Dissatisfaction with Arroyo’s performance was not limited to Metro Manila but distributed across the country’s 16 regions, indicating the President’s increasing isolation and the people’s widespread disillusionment against her governance.

The people’s disenchantment with the Arroyo administration was also reflected in the failing grade given to the President by the majority of respondents. When asked what grade they would give her for her performance as President, nearly 56 percent gave her a mean failing grade of 68.7 percent, while only 41 percent gave her a passing grade of 78.4 percent. A passing mark is 75 percent and above. Her overall mean grade also failed to make the cut: it was only 72.8 percent.

Arroyo also received failing grades on the following aspects of governance: the economy, job/livelihood creation, peace and order, peace talks, combating corruption, national unity and social welfare. Her only passing grade was in foreign relations, for which she got a grade of 75.7 percent.

The IBON survey was conducted nationwide from Sept. 26-Oct. 7 and has a margin of error of plus or minus three percent.
