What is worth noting is that there are more male non-career employees than females. (See table 4)

The CSC’s explanation for this is that compared to males, females “prefer jobs that provide better opportunities for advancement and that ensure security of tenure.”

Contractualization in the government: a growing menace

As mentioned above, most non-career personnel have been working with the government for decades but don’t enjoy the salaries and benefits due them.

In March this year, the Commission on Audit (CoA) issued an Audit Observation Memorandum which states that since casual employees are under a “Contract of Employment” which is renewable annually, their employment is not considered a government service for there is no employer-employee relationship.

The CoA audit team recommended to the IA to discontinue granting personnel benefits to IA casual employees.
