A taxi driver scratches the back of his head as he is accosted by policemen, who search his vehicle. The policemen do not seem to have anything on him but they search the taxi through and through. From the looks of it, this is a kotong (extortion) operation — a favorite activity of policemen assigned to traffic duty.
