   But where is the anger and organized collective protest at years of neglect–no flood controls, preparation for calamities, relief, etc.??? Umaasa na lang ba palagi si Maykapal o kung anong iginuhit ng Tadhana o Kapalaran? In other countries, such disasters can bring down a government, or at least the resignation of officials. In Pilipinas, dasal na naman at iyakan at hingi ng "international" charity goods! Wala na bang ibang pagtugon?
