Government employees occupying non-plantilla positions and whose security of tenure depends on a contract of service are commonly identified as contractual, casuals, co-terminus, Memorandum of Agreement employees, or talents. Today, they are pressing the Aquino Administration to change their status and make them regular.
In a rally today at the Plaza Salamangca, Taft Avenue in Manila, members of the COURAGE, the national center of government employees, said President Benigno Aquino III should seriously consider the condition of the 50,000 co-terminus employees whose employment is set to expire July 30.
“President Aquino has extended their term from June 30 to July 30 only. This is not enough given that the majority of these employees have been in service even earlier than Arroyo’s . They have been performing the duties of regular employees. If President Aquino will not act on their ase, these 50,000 employees plus their families would add to the double-digit unemployment rate and to the already 4 million Filipinos experiencing hunger,” COURAGE National President Ferdinand Gaite said, refering to a recent SWS survey on hunger.
The 2008 Inventory of Government Personnel made by the Civil Service Commission also reported that casual employees totaled 97,324 and contractual, elective and coterminous employees number 20,882, 20,747 and 19,340, respectively. Most of these employees are in the Local Government Units (LGUs), the National Government Agencies (NGAs) and Government Owned and Controlled Corporations (GOCCs). Based on latest government report toward the end of the Arroyo Administration, the number of co-terminus employees increased to 50,000.
“It is ironic that the government who is supposed to implement our laws on labor and employment is the biggest employer of contractuals and the number one violator of their rights. President Aquino who campaigned on the platform of change should reverse this aberration,” Gaite emphasized.
He stressed that if the government can give “employment” to families of Budget Secretary Butch Abad, then there is no reason why it cannot give employment, too, to low-salaried employees. (Bulatlat.com)








in addition,,, the very popular term “BACKER” or “KAPIT” is very repugnant… to what must be the proper process of entering a government agency.. if only i can endorse my self without any kind of back up from insiders..
many of us, who are eligible, who have competent credencials are still waiting, we are the so called “hao shao”… imagine those applying in government positions who are eligible, are already hoping to be recruited as contractual employees..and they do not already expect so much about recruited as regular employees… hoping to have a satisfying service from the government.. please.. alittle bit of attention is our only hope.
this is very true, and the most sad of all, the people who that were already been regularized were either “relative” or who’s positions are not even key player to the institution. Lots of engineers that are still in non-regular status in the government agencies where they should be the prioritized position because they act maintenance. A lot of professional positions were been tagged as NRS rather than regular/permanent positions. Then those who are just keep on sitting the whole day, clocking in and out were the one’s enjoying the full benefits of being a regular one. Very disappointing. No wonder government service sucks because they cannot properly compensate those who are really working.
