Farmers assert that the Cojuangco-Aquino clan has exploited the “overextended” temporary restraining order used by the Supreme Court, enjoining the Presidential Agrarian Reform Council and former Agrarian Reform Secretary Nasser Pangandaman from distributing Hacienda Luisita lands to farm worker beneficiaries.
