Human Rights Violations Intensify in the Ilocos Region

Last April, a local radio station in Ilocos Sur reported that a certain Melchor, 28 years old and a resident of Sta. Lucia, Ilocos Sur was shot by unidentified military elements. Melchor was shot after drunken military men and policemen clashed at a videoke bar. Melchor was a witness at the said incident wherein one policeman died.

Also reported to IHRA were trumped up charges against student leaders Ma. Criselda Diocena, Jeric Pelayo and Warren Rafal.

Jeric Pelayo, standard-bearer of the Alliance of Concerned Students-Partido ng Demokratikong Mag-aaral (ACS-PDM) was sued for grave slander after Dr. Joel Beleno, dean of the College of Health Sciences (CHS) of the University of Northern Philippines (UNP) heard about an alleged comment of Pelayo on a corruption issue that was raised against the Health Sciences dean in 2004.

Ma. Criselda Diocena, the former Editor-in-Chief of the Tandem, was charged with robbery together with Warren Rafal, Student Regent and Student Council President. The basis for said case was that Diocena, Rafal and other students opened the Tandem’s office to reclaim their personal things and the official receipts needed for the auditing of the financial statement.

The case was then reduced to theft with Diocena as the sole defendant. The cases against the three student leaders were filed in retaliation for their stand against increases in tuition and other fees.
