AES: A System Designed to Fail?
Yet, there are others who think that the system is designed to fail and that the problems encountered in the May 3, 2010 final testing and sealing activity is part of the grand plot. The vote miscounts observed in the May 3, 2010 activity had already generated the publicity that it needs and has made it known to the public the untrustworthiness of the PCOS count.
The Calls
For the Comelec to call a spade a spade. That it should open up and be more transparent.
For the Comelec to prepare for a 100% manual count for all positions and all precincts.
For the Comelec to report to the public regularly to report what has been done to remedy the situation.
There are also calls to continue with the use of the AES, and perform the PCOS count on condition that a parallel manual count (AES Watch calls it manual verification or full checks on the ballots scanned) for 3 to 5 positions for all precincts or, in the alternative, an expanded random manual audit that will cover 5 to 10% of all precincts shall be done prior to proclamation.
Another call that is snowballing is for a full manual count of the ballots – all positions, in all precincts.
The Consequence
Failure of elections? Or, failure of the automated election system? Is postponement of the May 10, 2010 elections an option?
