For the farmers, peasants and indigenous peoples of Southern Mindanao, the past several years had been a period of great danger and violence as big mining companies encroach into ancestral and agricultural land, using the military to drive them away. Many peasant and Lumad leaders who opposed these projects have ended up dead and tortured.

Among those who participated in the recent Lakbayan, the national peasant caravan, were members of the Aberlin Aetas, a tribe in Tarlac whose communities and livelihood are being threatened by a mega-dam project started by the administration of Cory Aquino and now being pursued by the Arroyo regime.
A former chief of the Department of Environment and Natural Resources (DENR), who is also one of President Gloria Macapagal-Arroyo's most trusted men, is one of the directors of a big mining company that operates in a number of provinces, among them Bukidnon, which is one of the provinces where several indigenous-peoples' communities are suffering under a reign of terror perpetrated by the military and paramilitary groups.
The Cordillera region is not spared from state-perpetuated and state-supported political violence, according to the CPA, citing the provinces of Abra, Apayao and Kalinga as having a history of election-related and politically motivated killings and other forms of violence allegedly allowed to happen through powerful politicians and warlords with goons and private armies.

As foreign mining investments continue to encroach into Lumad lands in Northern Mindanao, the military, through its Oplan Bantay Laya, intensifies its campaign to stifle local opposition to these companies. The construction of dams has always been opposed because of their destructive effects on whole communities. Several anti-dam leaders have been killed as a result. The recent devastation by the dams of Luzon proved that they were right all along.

Far from a counter-insurgency operation, the massive militarization and dislocation of communities in Surigao del Sur and the Caraga region had more to do with protecting business interests, primarily mining and energy investments. Although there is nothing particularly new in all this, the Arroyo regime had actually taken the extra step to ensure that the military would act as veritable security guards of these companies.
