MANILA — An organizer of urban poor alliance Kadamay was arrested yesterday March 29 inside her home in barangay Cacutud, Mabalacat City, Pampanga by elements of the police and military.
According to human rights alliance Karapatan, Ruby Lacadman was apprehended by virtue of a warrant of arrest for the murder of a certain “Ruby Palabrica y Quitason” issued on October 12, 2017. She was brought to the Mabalacat police station. As of press time, Lacadman is set to be transferred to Cadiz City, Negros Occidental where is expected to be presented in court on Monday.
Lacadman is one of the more than 600 activists presumably included in the Justice Department’s petition to declare the Communist Party of the Philippines (CPP) and the New People’s Army (NPA) as terrorist organizations. In Duterte’s terror list, Lacadman was alleged to be a former member of the finance bureau of the CPP’s regional committee in Negros and a current member of the regional white area committee. Lacadman is being implicated in an alleged murder that took place in Cadiz City in October 2010.
Cristina Palabay, Karapatan secretary general, maintained that the allegations are unfounded. At the time of the alleged incident, Lacadman was working as barangay secretary in barangay Cacutud. She was also a former staff of a church-based program in Angeles City, Pampanga.
Palabay said “Duterte’s vindictive government, through his fake terror list, is clamping down on the critics of his anti-people policies” “The Duterte regime is weaponizing the agencies at his disposal – all the departments, the courts, the police and the military – to persecute all his critics, undoubtedly the mark of a tyrannical regime.”
Karapatan demands the immediate release of Lacadman, and the immediate junking of Duterte’s ‘fake’ terror list.
“Duterte, once a state prosecutor, is now the top state persecutor. Not only has he ignored the legitimate demands raised by activists and progressive groups, he proudly treads the path towards dictatorship,” Palabay said.
